Dr. Nirarta Samadhi

Dr. Nirarta “Koni” Samadhi adalah Direktur WRI Indonesia. Sebelumnya dikenal sebagai Deputi V dari Unit Kerja Presiden Bidang Pengawasan dan Pengendalian Pembangunan (UKP4), beliau telah bekerja sama dengan WRI selama beberapa tahun, sebelum akhirnya bergabung ketika aktivitas WRI Indonesia di sektor kehutanan, penggunaan lahan, serta tata kelola sedang berkembang.

Selama di UKP-PPP, kepemimpinan Dr. Koni berperan dalam perancangan beberapa kebijakan penting, termasuk terobosan moratorium pemberian izin di hutan primer dan gambut, pembentukan Badan Pengelola REDD+, serta digerakkannya inisiatif OneMap yang mengharmonisasikan perencanaan penggunaan lahan Indonesia. Sebelumnya, Dr. Koni juga mengepalai Kelompok Kerja Pengawasan Moratorium di bawah Satuan Tugas REDD+, serta bekerja dengan UNDP sebagai Penasihat Perencanaan Strategis dan Kepala Unit Percepatan Pembangunan Papua dan Papua Barat (UP4B).

Selama masa baktinya di UKP4, Dr. Koni mengamati bahwa WRI telah dengan konsisten berkontribusi secara signifikan untuk memperbaiki pengelolaan lingkungan, sehingga dia ingin mengembangkan dan mengolah kontribusi organisasi ini lebih jauh demi masyarakat Indonesia. Melalui WRI Indonesia, beliau berencana untuk bekerja dengan berbagai pemangku kepentingan dan mempromosikan inovasi untuk memastikan bahwa administrasi yang baru, maupun pemerintah pada level sub-nasional, dapat menjalankan program-program pembangunan yang berkelanjutan.

Retno is WRI Indonesia's Urban Transport Planner where her work primarily focuses on sustainable city issues. She provides technical assistances to governments on the improvements of road safety and sustainable transport, not only on conceptual designs, but also in its implementation. Prior to joining WRI, she worked at GIZ (German International Cooperation) for Sustainable Urban Transport Improvement Project (SUTIP) which is part of its climate change portfolio. At this project, she was assigned as the Transport Advisor. Her task was also providing technical assistances to governments on sustainable urban transport, such as parking management, public transport improvement, and sustainable area development.

Retno holds BSc in City and Regional Planning from Bandung Institute of Technology and MSc in Infrastructure Planning from University of Stuttgart.

During her free time, she likes spending the time with family and travelling.

Bandung Road Safety Initiative

Bandung adalah kota terpadat kedua di Indonesia setelah Jakarta, tetapi masalah lalu lintas menghambat kota tersebut untuk mencapai potensi pertumbuhan optimal. Masalah lalu lintas berdampak pada kerugian ekonomi sebesar 311 juta dolar AS per tahun, meningkatkan kecelakaan hingga 22.37 persen per tahun, dan berkontribusi pada lebih dari 66.34 persen emisi karbon. Selain itu, panjang jalan di Bandung adalah 1236.28 km, atau 4.4 persen dari total area, yang mana jauh di bawah angka ideal yaitu 15-20 persen.

Melalui kerja sama kami dengan inisiatif Bloomberg’s Global Road Safety, WRI Indonesia berkolaborasi dengan Pemerintah Kota Bandung untuk mengatasi masalah keamanan jalan dengan menggabungkan perencanaan kota yang ramah pejalan kaki dan perbaikan infrastruktur demi keamanan pejalan kaki di kota Bandung. Saat ini, kami memberikan bantuan teknis kepada Pemerintah Kota Bandung mengenai desain konsep infrastruktur dan implementasi konsep tersebut.

Millions of residents in some of the fastest growing cities in the world don’t have access to clean, reliable energy, and the challenge of reaching them is not getting easier. In 2012, only 58 percent of the urban...

  • Energy is fundamental to economic productivity and livelihoods, and cities have a major role to play in how it is provided and consumed.

  • Cities in the global south face three fundamental energy challenges: the urgent need to increase access to clean, affordable, and reliable energy; how to meet increasing electricity demand while addressing inadequate supply and system inefficiencies; and the imperative to chart a new model of development that slows the growth of carbon emissions and is not fossil fuel-intensive.

  • Solutions exist that can both address the needs of the urban under-served and provide economic and environmental benefits to the whole city.

  • We highlight three solutions in which the city itself can play a key implementing role: accelerating the shift to cleaner cooking; scaling up distributed renewable energy within cities; and increasing energy efficiency of buildings and appliances.

  • These solutions require enabling institutions and governance, finance, and policy, as well as decisions by diverse actors in cities.

Martina Cecilia Adriana (Martina) adalah penelitidalam program Wahana Riset Indonesia. Fokus penelitian yang dilakukan oleh Martina adalah mengenai Transportasi Perkotaan.

Sebelum bergabung dengan WRI, Martina bekerja di salah satu proyek Asian Development Bank (ADB) dan Bappenas, khususnya di bidang logistik Indonesia. Sebelumnya, dia juga melakukan penelitian bersama Transport for London (TfL) mengenai dampak lingkungan terhadap kualitas hidup dan pertumbuhan ekonomi lokal di Kota London. Martina juga pernah bekerja di GIZ fokus pada pengembangan transportasi perkotaan yang berkelanjutan serta Kemenko Perekonomian khususnya transportasi laut. Selain itu, dia juga membantu proyek – proyek transportasi sebagai freelance consultant di kementerian maupun BUMN.

Martina memperoleh gelar master di bidang Perencanaan Transportasi dan Lingkungan dari University of Leeds dan gelar Sarjana Perencanaan Wilayah dan Kota dari Universitas Gadjah Mada. Di waktu luang, dia senang untuk berwisata, mengunjungi museum, dan menikmati aktivitas di luar ruangan.

Asia Pacific Leaders Forum (APLF) aims to bring together heads of state and government, ministers, local government leaders, civil society organisations, business, and development partners to share their experiences and best practices in the linkages between open government with inclusive development.

With the world experiencing a crisis of trust in institutions, there is the urgency for political leadership on open government; a more effective, participatory, accountable government that brings prosperity to each and every one of its citizens. Thus, APLF aims to push this agenda by bringing together heads of state and government, ministers, local government leaders, civil society organisations, business, and development partners to share their experiences and best practices on how government can truly serve and empower their citizens.

Asia Pacific Leaders' Forum on Open Government: “Open Government for Inclusive Development” hosted by the Government of Indonesia. The APLF 2017 will also be a platform to strengthen the South-South and Triangular Cooperation and the implementation of the 2030 Agenda for the Sustainable Development Goals (SDGs).

APLF 2017 will provide ample opportunities for participants to exchange knowledge and best practices on how the region has used open government as a means to achieve inclusive development by promoting economic growth, reducing poverty, effectively and efficiently delivering public services, and promoting sustainable development both at national and subnational level.

WRI Indonesia with Publish What You Pay Indonesia is given the opportunity to participate and co-host a session at the APLF 2017, namely:

Session 4 – The Role of Open Government in Environmental Sustainability

Background

When the Open Government Partnership was launched in 2011, member country governments embarked on crafting and implementing national action plans to make governments more transparent and accountable to citizens. In addition to this, by 2015 there was adoption of The 2030 Agenda for Sustainable Development and the ladnmark agreement on Climate Change was also forged in Paris. Those agendas collectively aim to fulfill an audacious vision: end extreme poverty, advance human prosperity and protect the planet for future generations – and Open Government plays a critical role in each.

The success of the Open Government Partnership in achieving their national action plan has become one reason member of countries, civil society and development partners together co-creating two working group in relation to environment sustainainability. Those are OGP Open Climate Working Group and Natural Resources Working Group. The working group helps facilitate the creation and implementation of natural resources related commiment and climate change action that are concrete, impactful, ambitious and targeted to the specific context. The Working Group committed to enable peer learning, knowledge exchange and support for countries, local government and stakeholders strengthening natural resources and climate governance.

Through peer learning, identifying innovative approaches to develop institutional support for effective implementation of cross-cutting natural resources and climate policies can be implemented. Through the participation and collaboration efforts of key stakeholders such as environmental oversight agencies, networks, industry, private sector partners, civil society groups and international organizations, the working group initiates and sustaines a valuable and much needed dialogue regarding environmental sustainability. The Role of Open Government in Environmental Sustainability discussion will bring country leaders, subnational government leaders, senior officials, advocates, civil society leaders, development partners, business sector leaders to discuss how open government works for countries achieving their environmental commitment through natural resources and climate actions. It is encouraged for Governments and civil society organizations to use the open government space to promote democratic climate action in their countries.

This session will also introduces Jurisdictional Approach (JA) as a possible approach to implement a range of program types applied at sub-national levels to achieve lasting, jurisdiction-wide improvements to natural resource management. This approach encompasses potential foundation for districts intending to move towards sustainability. It explores the rationale behind this commitment, provides country examples, and offers ideas around good practice.

Objective and Key Topics of the Session

The session is expected to deliver the practices of open government principles in natural resources and climate change actions that delivers better policies, practices, and concrete examples. Provide opportunity to showcase on-going districts leadership and collaboration to support implementation of sustainable vision – aligned with NDCs, Paris Agreement, Green Growth, SDGs and OGP principles. The panelist will discuss more to co-creation in natural resources and climate change policy making.

Considering this broad challenges in sustainable environment, this session will focus on the following specific areas:

  1. Co-Creation in Natural Resources and Climate Policy Making. How can transparency, openness, and accountability foster the trust of citizens, stakeholders by making more participatory policies and improve the investment climate in the country specifically in natural resources and sustainable economy.

  2. Making Jurisdictional Approach Works with Open Governance . How can open government principles contribute to better natural resources governance, environmental disclosure, green investment. Discuss about beneficial ownership disclosure with jurisdictional approach.

The Asia Pacific Leaders Forum on Open Government was opened with welcoming remarks by the Indonesia's Minister of Development Planning, Mr. Bambang Brodjonegoro, and with a Keynote Speech from Indonesia's Vice President Mr. Jusuf Kalla.

During his speech, the Vice President emphasized that the Law on Disclosure of Public Information is absolute and it is the Government’s obligation to open information to public at large to enable monitoring, open channel for feedback and eventually solve the challenges facing our country together.

The opening ceremony was followed by a series of parallel sessions. WRI Indonesia, together with the Open Government Initiative secretariat and Publish What You Pay (PWYP) co-hosted a session on “The Role of Open Government in Environmental Sustainability."

The panel brought together (1) Yanuar Nugroho, Deputy of the Presidential Staff Office, (2) Dodi Reza Alex, Head of Musi Banyuasin District, South Sumatera, and (3) Tina Pimentel of Bantay Kita acting as speakers while Maryati Abdullah, National Coordinator of PWYP and Jefri Riwu Kore, Mayor of Kupang City were present as as reactors. Mr. Nirarta Samadhi of WRI Indonesia moderated the panel.

The panel discussed on how Open Government is closely related with environmental sustainability, highlighting that openness in the form of transparency, accountability and civil participation is one of the pre-conditions to achieve environmental sustainability. The speakers and reactors also shared the link between SDG and OGP, especially at the sub-national level's co-creation process.
